Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
Install RHVH via interactive anaconda, create a bond. When add a bonded connection, the Choose a Connection Type window could not pop up to the front, but hide behind the Editing Bond connection window.

Steps to Reproduce:
1. Install RHVH via interactive anaconda.
2. Go to the NETWORK & HOST NAME page
3. Add a bond
4. In the Edit Bond connetion window, click Add button beside the Bonded connections section.

Actual results:
After step4, the Choose a Connection Type window pop up behind the Edit Bond connetion window.

Expected results:
After step4, the Choose a Connection Type window could pop up to the front.

Additional info:
This issue also occurred in RHVH 4.0.5.

Most probably related to running nm-c-e in --keep-above mode, bug 1231856.

This is still reproducible with RHEL-7.6-20181010.0-Server-x86_64-dvd1.iso and RHVH-4.3-20181210.0-RHVH-x86_64-dvd1.iso
