This fix if for an Azure catalog item and does not address the Orchestration catalog item which has a complete different set of restrictions.

Anyway, I attempted to provision outside the parameters contains within the commit https://github.com/ManageIQ/manageiq/commit/0154c024f1e767d189760b305cd4d4dd18f9f1c8 and they worked as expected.

Used 5.7.0.14 running on 10.16.7.181  Moving to verified.
