In order to provide the latest fixes for our customers relying on python27 software collection, a rebase of python will be necessary as currently we ship Python 2.7.8.

The first release candidate of Python 2.7.13 is out now and in approximately two weeks the final release will be out.

Python 2.7.13 is present in rhscl-2.4. Sanity and regression testing didn't discover any issues.
