This caused by newer version of pyrpkg being installed. What version of pyrpkg do you have?

Ok, in that case you either need to upgrade fedpkg to 1.26-1 or downgrade pyrpkg. I would recommend the downgrade way as the latest version as latest fedpkg will not be able to submit a successful build until koji gets updated.
Anyhow, adding Conflicts: fedpkg < 1.26 to pyrpkg should avoid this situation.
