Description of problem:

OpenStack instance 'Reconfigure this instance' does not call automate event 'request_created', whereas Infrastructure 'Reconfigure this VM' does.

Automate log shows this for Infrastructure 'Reconfigure this VM' but nothing for OpenStack 'Reconfigure this instance'.

This is useful when adding Quota for VM re-configure, for example.

2. Select Configuration > Reconfigure this instance

Please assess the importance of this issue and update the priority accordingly.  Somewhere it was missed in the bug triage process.  Please refer to https://bugzilla.redhat.com/page.cgi?id=fields.html#priority for a reminder on each priority's definition.

If it's something like a tracker bug where it doesn't matter, please set it to Low/Low.

Niyaz, is this something that you can look at and verify.  If so, please set yourself as the qe contact and run with it.  

Is it something that we can test through the current vm reconfigure auto?

Now OpenStack instance 'Reconfigure this instance' does call automate event and Automate log shows "VmCloudReconfigureRequest_created#create" in log.

Verified in version Version 5.9.0.9.20171115202245_7429f75
