For in-house development users tend to use self signed certificates. The current version of rugged gem doesn't support self signed certs. Modify rugged to support self signed certs via callbacks and then add support for handling self signed certs in our importers

Verified in 5.8.0.4, the repos with self signed certificates now can be imported.
