Description of problem:
Happened after 1st time install BOINC client and 1st time starting BOINC client service
SELinux is preventing iw from 'open' accesses on the file /proc/<pid>/net/psched.

If you believe that iw should be allowed open access on the psched file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
