Description of problem:
=======================
CFME 5.7 integration with OpenStack supports Backup and restore of Cinder volumes.
With the current implementation user can reach the backup list only from the volume itself.
The problem is if volume deleted there is no way to restore it even though the backup exists.   

Expected implementation:
========================
Separate to too lists:
1. Storage --> Volumes 
2. Storage --> Volumes Backups
 
Additional info:
================
1. Add a CRUD to Backup list
2. Allow restore to a new volume. 
   Restore to the original volume should be optional but not mandatory.
