Description of problem:
The doc/managed-db-upgrade.txt file instructs user to check that the database is running. Actually, after running "./install.pl --managed-db --upgrade", it is not.

Additionally, the service name is wrong in the instructions: postgresql92-postgresql should be changed to rh-postgresql95-postgresql.

Expected results:
Make the database run after upgrade or instruct the user to start it, not to verify it is running.
Fix the service name in the instructions.
