Fixes merged however there has been no 3.2 build since 3.2.1.21 and I'm not certain when we'll have another build. Moving to MODIFIED.

Version:
atomic-openshift-excluder-3.2.1.23-1.git.0.88a7a1d.el7.noarch
atomic-openshift-docker-excluder-3.2.1.23-1.git.0.88a7a1d.el7.noarch

Steps:
1.install atomic-openshift-excluder and atomic-openshift-docker-excluder
2.run unexclude and then exclude

Result:
Step1 , all expected packages have been added into /etc/yum.conf file by default.
step2, exclude command will add all excluded packages into /etc/yum.conf.

This bug has been fixed in 3.2, so change the status to verify.
