Description of problem:
Power fencing is not accepting string value after "=" for ipmilan fencing agent

Version-Release number of selected component (if applicable):
4.0.5

How reproducible:
100%

Steps to Reproduce:
1. Configure fencing agent from RHV 4.0.5 portal
2. Add option as privlvl=OPERATOR
3. The options text box get RED and displays message: "This field must contain an integer number between -2147483648 and 2147483647"

Actual results:
The options text box get RED and displays message: "This field must contain an integer number between -2147483648 and 2147483647"

Expected results:
It should accepts the string value OPERATOR

Additional info:
I have tried adding only string like privlvl and it takes with any complaint.
I tried setting privlvl=OPERATOR in RHV 4.0.4 and it worked. 
Looks like there was some change in 4.0.5 that is preventing it.
