Description of problem:
If I submit an automation request that is set to auto_approve => false, there is no way of approving this request.

5.7.0.16.20161213213754_1ad3545

How reproducible:
Every time

Steps to Reproduce:
1. Create an automation request either from an automate method using $evm.execute('create_automation_request',...), or from an API call. Specify auto_approve => false with the call.
2. As admin, observe the request in the WebUI Automate -> Requests page in a 'Pending Approval' state
3. Observe that there is no way to approve the request

Actual results:
There is no approval button

Expected results:
There should be a button to approve the request

Additional info:
This looks like it was fixed for CFME 5.6 in https://bugzilla.redhat.com/show_bug.cgi?id=1229818 but seems to be a regression for 5.7

Verified in 5.8.0.12-rc1.20170425180304_4f35996
