Description of problem:
The only supported flow is engine 3.6/el6 -> 4.0/el7 with the latest version of ovirt-hosted-engine-setup.
Any other flow are not going to be tested and so we should ask to the user it he wan't to proceed.

100%

Steps to Reproduce:
1. deploy hosted-engine from 4.1
2. launch hosted-engine --upgrade-appliance trying to deploy 4.1 over 4.1
3.

Actual results:
The user can run hosted-engine --upgrade-appliance

Expected results:
We generate a warning and ask the user what to do

Verified on ovirt-hosted-engine-setup-2.1.0.2-1.el7ev.noarch

Checked the appliance upgrade from 4.0 to 4.1
