java-comment-preprocessor-6.0.1-3.fc25 fails to build from source. This affects Base Runtime, Rawhide, and F25. The reason for this is undeclared build dependencies on maven-plugin-plugin, maven-source-plugin, and maven-plugin-testing-harness. This can be corrected by adding BuildRequires for maven-plugin-plugin, maven-source-plugin, and maven-plugin-testing-harness.

Fixed in rawhide only, https://koji.fedoraproject.org/koji/buildinfo?buildID=837511 F25 is still not fixed, I'll leave it up to the maintainer.

Base Runtime / Modularity is fine with just the Rawhide build of the package.
