RHEL Engineering is moving the tracking of its product development work on RHEL 6 through RHEL 9 to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
container-selinux, which is a sub-package of the docker packages looks to remove all docker modules from the selinux policy.

The problem is that any time selinux-policy-targeted is updated the docker selinux module get reinstalled, breaking functionality.

Steps to Reproduce:
1. yum -y install container-selinux
2. yum -y update or yum -y reinstall selinux-policy-targeted 
3. semodule -l | grep docker

Actual results:
the docker selinux module removed by container-selinux is back

Expected results:
updating selinux-policy-targeted doesn't break docker

Additional info:
I was working on automating the installation of openshift origin for testing purposes. When I started using openshift-ansible everything appeared to work fine.

However, when I moved the package installation into my kickstart things broke and anytime openshift finished installing the router and registry pods were stuck at ContainerCreating.

Eventually I realized that I was installing container-selinux and then running a yum -y update in the post install phase which was updating selinux-policy-targeted and returning the docker module. running yum -y reinstall container-selinux (or installing container-selinux after updating the system) disables the docker module (again), but I'm guessing only until the next time seliux-policy-targeted is updated.

The latest container-selinux disables the docker policy rather then removing it. so this should fix this issue.

The update/install of container-selinux-1.12.5-9.el7.x86_64 works well, move to verified.
