Description of problem:
User has requested this so that they can stage out their environments prior to adding puppet modules to their view.


Version-Release number of selected component (if applicable): 6.2.6


How reproducible:


Steps to Reproduce:
1. try to create a content view without puppet modules
2. ls /etc/puppet/environments
3.

Actual results:
no puppept env with content view name

Expected results:
a pupppet env created regardless
