Description of problem:
Changing the order of columns seems to have no effect.

How reproducible:
Always

Steps to Reproduce:
1. Run a search that returns at least one bug
2. Click the Change Columns button.
3. Drag the last column higher in the list
4. Click Change Columns to search again.
5. Click the Change Columns button.

Actual results:
After step 4, the order of the columns in buglist.cgi is unchanged
After step 5, the column order is the original one (i.e. previous change in step 3 was not saved)

Expected results:
After step 4, the order of the columns in buglist.cgi changes as requested.
After step 5, the columns order is the same as set in step 3.
