Description of problem:
Tooltip for region diagnostics configuration button is messed up.

Version-Release number of selected component (if applicable):
CFME 5.7

How reproducible:
Always

Steps to Reproduce:
1. Configuration -> Diagnostics -> Region -> Roles by Server
2. Click on the Configuration button
3. Hover over the first menu item

Actual results:
Messed up tooltip.

Expected results:
Tooltip is not messed up.
