Doc Text:	This fix allows administrators to set the engine-config option "HostPackagesUpdateTimeInHours" to 0, which disables automatic periodical checks for host upgrades. Automatic periodical checks are not always needed, for example when managing hosts using Satellite.

We want to have ability to disable host upgrade manager.

This RFE just allows to disable automatic regular check for upgrades on hosts, which is enabled by default, but it's useless for users with Satellite integration properly setup. But even with automatic check for upgrades turned off, user is able to manually check for upgrade and/or upgrade hosts thanks to fixes tracked in BZ1279378

Value HostPackagesUpdateTimeInHours was added to engine-config to set this
