Trying to do a kickstart install, get:

I have a same issue when install CentOS 7.3 under VirtualBox with 1 GB memory.

One of comment in below bug show that CentOS 7.3's installer needed min memory should be more than 1 GB:

After I resize VM's memory to 1280 MB, error with "/run/install/ks.cfg is missing" disappeared.

I have tested the CentOS 7.3 rolling build ISO which was updated at 2017-02-10.

https://buildlogs.centos.org/rolling/7/isos/x86_64/CentOS-7-x86_64-Minimal-1701-01.iso

It was still have this bug under CentOS 7.3's anaconda installer.

It seemed that CentOS 7.3's anaconda installer needed update by upstream.

This bug report has nothing to do with EL7.3.  If you are seeing problems there file a new bug report against anaconda in RHEL7.3.
