-marm option is listed as ARM option, so you need ARM native gcc or cross-compiler to arm to use it. So, it will work in gcc.armv7hl package, or in gcc-arm-linux-gnu.x86_64 (or any other architecture). The latter is a cross-compiler from the cross-gcc package.
