To reproduce:

webadmin -> cluster list -> pick cluster -> migration policy -> custom -> put some value -> submit dialog.

Actual result:
A validation error pops up showing that the "bandwidth" has to be filled, even it actually is.

Verify with:
Engine Version: 4.1.0.3-0.0.master.20170123183440.gita89d24a.el7.centos

Steps:
On webadmin
1. Select cluster 
2. On migration policy Tab
3. Set BW: 
    3.1 custom -> put some value -> submit dialog
    3.1 Auto -> submit dialog
    3.2 Hypervisor default -> submit dialog

Results:
All BW set without errors
