Description of problem:
After upgrading from 3.5 to 3.6, there were two admin users internal and internal-authz. This made logins fail due to the errors below:

Version-Release number of selected component (if applicable):
After the upgrade, the env is now at 3.6.8. Cannot confirm at this point where the env started on 3.5.x. 

How reproducible:
Have not been able to reproduce this
