Description of problem:
cockpit-ovirt plugin panel is not localized into Chinese.

How reproducible:
100%


Steps to Reproduce:
1. Install RHVH 4.1
2. Login cockpit website hostIP:9090 with root account
3. Change language from English to Chinese.
4. Go to Virtualization and check the localization.




Actual results:
cockpit-ovirt plugin panel is not localized into Chinese.

Expected results:
cockpit-ovirt plugin panel should be localized into Chinese.

The VM management part will be removed from cockpit-ovirt-dashboard package in oVirt 4.2.
Functionality will be replaced by new cockpit-ovirt package within cockpit-project codebase (recently WIP).

This bug has not been marked as blocker for oVirt 4.3.0.
Since we are releasing it tomorrow, January 29th, this bug has been re-targeted to 4.3.1.

4.3.1 has been released a while ago, re-targeting to 4.4 for re-evaluation.
