Description of problem: When deploying RHV and OpenStack in the same deployment, the installation progress page does not have a link to the "Deploy Red Hat RHEL OpenStack Platform Platform overcloud" task.  There is a link to the "Deploy Red Hat Virtualization" but nothing for OpenStack.  The only way to find the task status is to use the "Deploy" task link then click the "Sub tasks" link on the 
"Actions::Fusor::Deploy" task status page.

QCI Media Version: QCI-1.1-RHEL-7-20170112.t.0

How reproducible: 100%

Steps to Reproduce:
1. Install QCI and QCIOOO from ISO
2. Start a deployment with RHV + OSP
3. On the Installation Progress page, click the deployment details tab
4. Before, during or after OpenStack deployment check for an OpenStack action link

Actual results: No link to Deploy OpenStack on the deployment details page.

Expected results: Link to Deploy OpenStack task on the deployment details
