Description of problem:
The bulleted text we include in validation and error messages change the mouse cursor to be the hand cursor, indicating that it is clickable, when I don't think that it is, and distracts from embedded links that are actually clickable. If the text is non-interactive, the mouse should be the normal text I beam, indicating that you can highlight the text.

This extends beyond just bullets in validation messages, seems like any bullet modifies the mouse to the hand cursor, when I would expect it to just be the text cursor. I don't think clicking it does anything, so we shouldn't be implying that it does by showing the hand cursor.

Might also be worth noting that the bulleted list in the pre-reqs side panel when you're selecting products doesn't show this behavior, and acts how I would expect.
