Description of problem:
If you go to OCP, trigger some validation warnings at the top, and then clear them, tooltips no longer show anymore when you hover them.

Version-Release number of selected component (if applicable):
1.1

How reproducible:
2 1.1 envs

Steps to Reproduce:
1. Go to OCP step
2. Switch to Highly Available (assuming this requires more resources than your hypervisor supports)
3. Switch back to Single Node
4. Adjust Node Count down to clear validation warnings
5. Hover a tooltip to on the page to see if it shows

Actual results:
Nothing shows

Expected results:
Tooltip to work as it used to before the validation messages went away
