Description of problem:
Search by tags and going through the tabs generates for Users tab wrong filter string. 

Version-Release number of selected component (if applicable):
ovirt-engine-webadmin-portal-4.1.0.2-0.1.el7.noarch

How reproducible: always


Steps to Reproduce:
1. Go to VMs tab in webadmin
2. Click on pin next to tag in Tags left tree menu
3. Go to Users tab, filter is wrong
4. Go through the tabs and every time Users tabs is accessed, filter is even more wrong

Actual results: wrong filter string for Users tab, see attachment


Expected results: filter should stay the same as the tag is pinned
