Dist-Git patch to add -static subpackage and slightly clean up spec

Description of problem:
I would like to be able to link udt statically into applications. Since it is a BSD-licensed library, there should be no issue to do this. 

I have a dist-git patch that can be applied against the git repository using "git am" against master to slightly clean up the spec and add the appropriate subpackage. It builds fine against currently supported Fedora releases.

Please apply as soon as possible.
