Description of problem:
In fusor-installer you can enter a gateway like 0.168.175.1 and it will be 
accepted.  

Version-Release number of selected component (if applicable):
QCI-1.1-RHEL-7-20170124.1

How reproducible:
Every time

Steps to Reproduce:
1.  Install the QCI media
2.  When you to the fusor installer try to enter a gateway like 0.1.1.1
3.  Now apply the changes

Actual results:
It will apply that gateway to the network config

Expected results:
Produce an error explaining that is an invalid address for a gateway
