This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle. Changing version to '26'.
I'm seeing this same issue on fedora 25 with: Policy RPM selinux-policy-3.13.1-225.16.fc25.noarch
Same for me on Fedora 25 on 4.11.5-200.fc25.x86_64
