Description of problem:

the two cli tools used to create routes are inconsistent. From inspection 'oc expose` does not allow the user to specify route type and setting insecureEdgeTerminationPolicy 



Expected results:
The two tools should have the same options when creating a route

This work needs to be done as ingress is improved, Ingress simply doesn't have the options to set to make them behave the same. There are RFEs open for that.  Closing the bug.
