Does not make much sense to install devel source code without the compiler so the dependency on golang is intentionally ignored

interesting. I would have thought we wanted to use release numbers instead of git commits if possible. This commit does match the latest released version. What you are saying is that if etcd all of a sudden now needs some arbitrary commit then it wouldn't be good to have a "version" other than 0 for this rpm? 

What happens if another package needs this dependency and needs it at a different git commit?

Disaster, end of the world, no more daylight. Well, if the different commit is backward compatible with the current one, it should be ok to build it. If it is not, some projects need to use bundled dependency.
