We should deliver 3.6-3-6 build for RHOS9, because it addresses a bunch of various issues.

Verified.

Steps:
1) upgrade osp9 to osp10(latest).
2) check /var/log/ceilometer/agent-notification.log for errors.
3) rabbitmqctl list_consumers
4) short sanity, create image, network, instance.
