I installed a system with Katello 3.2 and puppet 3.8. Shortly afterwords, I ran the foreman-installer -S katello --upgrade-puppet and expected everything to just work. When I published a content view with puppet modules in it, it is still deploying the puppet modules to /etc/puppet/environments instead of the new directory /etc/puppetlabs/code/environments

Moving this bug to POST for triage into Satellite 6 since the upstream issue http://projects.theforeman.org/issues/17617 has been resolved.
Verification steps: 1) satellite-installer -S satellite 2) publish a content view with puppet modules, it will be in /etc/puppet/environments 3) satellite-installer -S satellite --upgrade-puppet 4) publish content view with puppet modules, it will be in /etc/puppetlabs/code/environments Verified. 6.3.0 snap 13
