This looks like somehow a journal file got created on a disables SELinux system?
restorecon -R -v /var/log

Should fix the issue.

This machine has never had SELinux disabled.

We have another bugzilla with this same pattern.  I am wondering if this directory is created before SELinux policy is loaded by systemd, and that is how it is getting created without a label.

This message is a reminder that Fedora 25 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 25. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
