Description of problem:
NM is now supported by vdsm for versions 4.1 and upwards and should be enabled by default for versions 4.1 and upwards.

Actual results:
NM is disabled unless stated otherwise.

Expected results:
NM is enabled unless stated otherwise or vdsm version is below 4.1
