Description of problem:
Package layering support was added for non-root packages.  When installing httpd, the var paths that were owned by root

Version-Release number of selected component (if applicable):


How reproducible:
Always

Steps to Reproduce:
1. Install RHELAH 7.3.3 
2. rpm-ostree install httpd
3. systemctl reboot
4. systemctl start httpd will fail because it can't find /var/www/*

Actual results:
Files in var for the rpm are not installed

Expected results:
All files for the rpm are installed

Description of problem:
Package layering support was added for non-root packages.  When installing httpd, the var paths that were owned by root

This fix was verified on rpm-ostree-client-2017.1-6.atomic.el7.x86_64
