Include the net-snmp package in the default installation of RHV-H NG

QE will check whether include net-snmp package in RHVH after bug fix, and do some basic function check for net-snmp.

The net-snmp is a part of the RHVH image by default, so the bug is fixed, change bug status to VERIFIED.
