Description of problem:
brp-java-repack-jars was removed from redhat-rpm-config, but is still used in macros.scl

Version-Release number of selected component (if applicable):
scl-utils-build-1:2.0.1-10.fc25.x86_64
redhat-rpm-config-0:63-1.fc26.noarch

How reproducible:
always

Steps to Reproduce:
1. rebuild any scl package with scl-utils-build installed

Actual results:
+ /usr/lib/rpm/redhat/brp-java-repack-jars
/var/tmp/rpm-tmp.DWdbCS: line 327: /usr/lib/rpm/redhat/brp-java-repack-jars: No such file or directory

Expected results:
The build succeeds.

Additional info:
The current workaround is to %global __jar_repack %{nil}.

This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.
