The capabilities map is potentially subject to change due to ongoing services containerization. The subsequent changes should be treated as separate bugs

Nope, it cannot be in MODIFIED state as this change wasn't part of latest promotion

Verified. This patch enforces the environment files dependencies according to the settings in capabilities-map.
