Capabilities map update patch: https://review.openstack.org/#/c/483873/

The capabilities map is potentially subject to change due to ongoing services containerization. The subsequent changes should be treated as separate bugs

Verified. This patch enforces the environment files dependencies according to the settings in capabilities-map.
