This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle. Changing version to '26'.
The root cause is that OpenSSL has removed the SSLeay() function and replaced with with a macro. The configure script was looking for this function, and now it can't find it. A fix is in the works - a simple solution would be to change it to look for ERR_get_error() instead.
BitchX-1.2.1-11.fc26 successfully built in f26 and rawhide.
