Description of problem:
openstack server migrate --live fails with the following error:

[stack@undercloud-0 ~]$ openstack server migrate st--d0-instance-grw4dxoglahw-my_instance-4cm3la6a6xba --live overcloud-compute-0.localdomain
overcloud-compute-1.localdomain is not on local storage: Block migration can not be used with shared storage. (HTTP 400) (Request-ID: req-6fe46746-c5fc-414a-8bbb-f7e056965396)

The nova instances are stored on Ceph storage so I expect the live migration to work.

nova live-migration st--d0-instance-grw4dxoglahw-my_instance-4cm3la6a6xba overcloud-compute-0.localdomain works fine instead.
