This because OpenSSL 1.1.0 changed API.
Upstream states it applied some fix into SVN, but I wasn't able to locate the fix. Another patch is available <https://raw.githubusercontent.com/metsma/libdigidocpp/openssl11/xml-security-c-1.7.3_openssl1.1.patch>. It looks good. It does not check for some failed allocations, but this is problem even in the original code.
This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle. Changing version to '26'.

I got the link to the patch from <https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/message/FUTZ7XAZD2UN6YST6ZL7NX4RYZ6GTBTQ/>. You can try to ask the original poster.

Thx Kalev for updating package. I've not been touching this package as I'm still been trying to build it against openssl 1.1 patch. Two days ago I found contact to Raul who originally wrote patch against openssl 1.1 (I found the way how to find any github contact over github API). Hopefully will be able to update package with openssl 1.1 shortly.
Just committed openssl 1.1 patch with other changes. Summary %changelog entry: * Wed Aug 30 2017 Tomasz Kłoczko <kloczek> - 1.7.3-2 - added patch which allows build xml-security-c against openssl 1.1 - added ac_fixes patch: do not use sed to remove hardcoded compile options. Use patch because you will never know is such correction still needed (added autoconf and automake to BuildRequires) - added libstdc++-devel to BuildReqires and to devel Requires - add explicit all %%configure options to prevent build by mistake package against nss and force use openssl - added --disable-debug to %%configure options - added use %%autosetup in %%prep - do not waste IOs on remove not packaged files and add them %%files with %%exclude - indent and clean spec (move patch comments to the patch) Now I only need to learn how to push those changes to build system against rawhide and f27 :P
