Migrated instance (CS 8.1.6->CS 9.1) CA EE certificate details displaying "; ;" between date and time.

Description of problem:
In CA UI (EE and Agent pages) Hovering the mouse over the certificate subject name link in 'List Certificates' menu option shows ';' in between date and time for 'Not Valid Before', 'Not Valid After' and 'Issued On' fields.

1.On a migrated (CS 8.1.6 -> CS 9.1) instance the UI shows '; ;' in between date and time.

';' displayed in between date and time.

Expected results:
It should display certificate dates in a standard format.
