The failing test checks to see if it is safe to mix PIC and non-PIC code together in the same executable.  This does generally work for the S390 architecture, but PR 19719 exposes a flaw in the S390 dynamic loader for one particular special case.  (Involving weak function pointers, and both shared and static code trying to resolve that pointer).

This is not really a linker bug though, so I have added a patch to mark this
particular test as an expected failure for the S390.
