Cause:
Both CPU and memory policy units had the same priority.
Consequence:
The priority was undefined when two hosts had A > B relationship in terms of CPU load and B > A in terms of free memory.
Fix:
CPU policy unit's priority factor was increased.
Result:
The CPU vs memory scheduling should behave in the old way now. CPU is more important by default.
