Cause: Both CPU and memory policy units had the same priority. Consequence: The priority was undefined when two hosts had A > B relationship in terms of CPU load and B > A in terms of free memory. Fix: CPU policy unit's priority factor was increased. Result: The CPU vs memory scheduling should behave in the old way now. CPU is more important by default.

Description of problem:

How reproducible:
Always

Steps to Reproduce:
1. Start vm_1 on the host_1 and vm_2 on the host_2(host_2 memory < host_1 memory)
2. Create CPU load 50% on the host_1
3. 

Actual results:
The vm_2 stays on the old host and does not migrate on the host_1

Expected results:
The vm_2 must migrate to the host_1(in 4.0 we preferred CPU balancing over memory balancing)
