Description of problem:
When installing/upgrading nfs-ganesha on a minimal system with not policycoreutils-python installed, we see this error during the yum transaction:

...

At no point did I indicate it would not be fixed. At this point in the RHGS release cycle we are only accepting blocker bugs. This is not a blocker because it's not a supported installation use case. It won't be fixed in RHGS 3.2. It will be fixed in the next release.

Verified this with 

rpm -qa | grep ganesha
nfs-ganesha-2.4.4-8.el7rhgs.x86_64
nfs-ganesha-gluster-2.4.4-8.el7rhgs.x86_64

While updating ganesha package from 3.2 to 3.3 policycoreutils-python package is installed as dependancy in 3.3 if its not present while the ganesha is on 3.2

Verified the same while installing fresh 3.3 ganesha too.
