Description of problem:
Add a new configuration file in which user can specify default values for
elan-config at startup.

Path: etc/opendaylight/datastore/initial/config/
Config file name: netvirt-elanmanager-config.xml

Verified the file /opt/opendaylight/etc/opendaylight/datastore/initial/config/netvirt-elanmanager-config.xml exists.

with opendaylight-5.2.0-6.el7ost.noarch
