Description of problem:
Please replace taking task export within foreman-debug by something much more faster. Since:

- data from task export is very important for debugging problems
- task export itself can take arbitrary long time (even few hours). That is unusable when support needs to get that data
- when calling sosreport, foreman-debug times out due to the lengthy task export, causing collected foreman-debug data are very concise / much of them missing

There has been work:

replacing the rake script by postgres dump with pre-agreed option. Reimport of the dumps can be done via:

Please do:
- replace task export by the pgsql dumps in katello-debug.sh
- incorporate the inecas's script into Satellite (such that any Satellite can load "task export" from another Satellite)

Steps to Reproduce:
0. have Satellite with tens of thousands of tasks
1. take foreman-debug / task export
2. calculate time it takes


Actual results:
2. many (tens of) minutes to get task export / foreman-debug


Expected results:
2. task export replacement / foreman-debug to take considerably low time
3. be able to "visualise" in human readable UI the task export (like inecas's script, not necessarily that particular)
